What Changed on April 1, 2026
Commonwealth Corporation officially expanded the Express Program on April 1, 2026, with a special announcement confirming expanded access and increased funding levels. For FEC and attraction operators, the most important change is this: businesses with 100 or fewer Massachusetts employees are now eligible for up to 100% reimbursement on approved training costs, subject to the program's per hour and per person rate limits.
The rate structure is straightforward. The grant covers up to:
  • $3,000 per person per course
  • $15,000 total per business per calendar year
 
Training costs that exceed those thresholds are the responsibility of the grant recipient — but for a well-structured 8-hour onsite workshop, most operators will find the program covers the bulk of the expense.
